Encl. 5. 21st May, 1897. a minute by the Attorney General relative to the Petition and its subject matter which to me appears to show that the Bye-Law objected to by the Petitioners is not illegal nor contrary to the terms of the grant of the Opium Farm, nor such as to create any hardship affording legitimate ground of complaint to the Petitioners.
