I have examined the accompanying Ordinance entitled "An Ordinance to amend the Vaccination Ordinance, 1890," and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instruction. Ordinance 5 of 1890 made no provision for cases of insusceptibility of successful vaccinations. Such cases are rare but occasionally occur in this Colony. Attention having been called to the omission by the Medical Department, this Ordinance is designed to remedy the defect.
