The Board is unanimously of the opinion - opinion held by several of the members for some years - that the post of Secretary is of such a onerous character that a salary should be attached to it and suggests that a reasonable salary for the post would be $1000 a year. The Board does not recommend that the pay or any portion of it should be drawn when the Secretary is absent on leave, nor that any compensation on account of exchange should be added to it, nor does the Board see any reason why the post should carry with it any claim to pension.
