This country is at an early stage of development, and I chose to enforce strict regulations regarding water supply.

2. I am in communication with the Secretary of State regarding a suggestion on the subject. Officials have been requested to make arrangements accordingly.

3. In the meantime, I observe that the account of the condition of the Female Prison given by Mr. May in his letter No. 130 (copy of which was enclosed by you in your Despatch under acknowledgment) is not satisfactory.

I observe that Mr. Lethbridge suggested in para. 5 of his report on the gaol for 1896 (Enclosed in your despatch No. 100 of 7th May last) that the accommodation for female prisoners, which is somewhat limited, might be increased when the improved hospital accommodation is provided, and I trust that this will be considered while considering the improvement of the Gaol Hospital.
