The temptations placed in the way of such women enjoying as they do such small salaries by having charges as prisoner who have notoriously considerable private means, large number of sympathizers who believe in her innocence and are ready and willing to assist her in any way they can, is I must admit very great and such as to demand serious consideration.
(4) Added to this that there are some of the Gaol Staff, e.g. Indian Warders on receipt of comparatively very small salaries, and the danger of grave abuses taking place is sure to increase as time goes on, that I am convinced that no matter what vigilance is lavished on their prevention, they will inevitably take place in a greater or less degree.
(5) I am confirmed in this belief by having in my capacity of Chief of Police discovered that already attempts have been made on behalf of the prisoner to watch her interests, and to disburse considerable sums sounding her misfortune in prison.
(6) In the case of a male prisoner possessed of means, the danger of corruption of Gaol staff would be less, as there is a large and well-paid European staff of male warders on whose honesty much reliance could be placed, and whose numbers would render corruption difficult.
But in the case of a female prisoner under the charge of a few female warders who under existing regulations are subject only to the supervision of The Chief Warder and myself, the danger of some irregularities taking place is obvious.
