I must confess that I do not understand why the Government should inform the Military Authorities of the reasons for which it thinks fit to resist what it considers to be an unjust claim put forward by the Military Authorities.

The burden surely rests upon the Military Authorities, who are the claimants, of informing the Government of the grounds upon which they base their claim.

Be that as it may, I would beg to submit that it would be advisable in view of the position taken up by the War Office, to explain this Government's view of the matter at once to the Secretary of State for the Colonies, in order…
