Viceroy's extradition proposals.

The Viceroy complains that the formalities and expense of the present extradition system often lead to miscarriage of justice. He points out that the Tientsin Treaty, Article 21, draws no distinction between extraditable and non-extraditable offences. The Chinese text, moreover, has, instead of "on proof of their guilt," "when it shall have been ascertained that they really are the criminals," and adds, after "be searched for," "and rigorously arrested."

His Excellency is, however, content to let the present system be followed in all cases except those of homicide and robbery. In those cases he proposes that, on receipt through the Canton Consul...
