It is, in my opinion, sufficient to continue the practice, recently adopted, in accordance with paragraphs 5 and 26 of the Instructions enclosed in Viscount Knutsford's Circular despatch of 4th February 1890, of showing "Land Sales", on the annual Estimates, under a separate head, distinct from the total Revenue from other sources, and on the other side showing new Public Works, under a separate Head, "distinct from the total expenditure on other services, which should not as a rule exceed the total estimate of revenue exclusive of land sales".
