As reported from Mr Butcher, who is acting in Mr. Ford's place as Superintendent of the Botanic and Afforestation Department, to the effect that previous to his departure, Mr Ford assured him that he, Mr Tutcher, would be entitled to draw the whole of his own salary as Assistant Superintendent as well as half the Superintendent's salary when available, while performing the duties of the latter in addition to his own.

Of course no such assurance by Mr Ford had any right, which is contrary to Colonial Office Regulation No. 108, although it is true that there are precedents for such a course in the history of his department. Mr Tutcher points out that if Rule 108 is strictly enforced, he will be performing the duties of two offices for practically no additional remuneration.
