The present proposed compensation to the Official Receiver was suggested in Ford Rikon's Despatch No. 20844/44 Sections, "Whether the Official Receiver should receive some addition to his Salary in respect of his duties as such" and is a different question on which I shall be prepared to consider any observations you may desire to lay before The Governor.

There has been a long time in submitting a proposal on the subject, but this may partly be accounted for by the fact that it was found necessary to discover what was the average amount of fees collected yearly.

We should approve the granting of this allowance and accept the rate proposed by the Governor & the Chief Justice. The allowance should be payable from the date on which the fees were withheld.

But the allowance should not be payable to Mr. Shepherd at all when he is on leave, as he would not have received the fees in lieu of which the allowance is now granted.
