The instructions contained in your despatch have been noted and are being carried out, and steps are being taken to make the necessary amendments in the law.

With regards to hospital administration I have to refer you to my despatch No. 75 of yesterday's date.

Before taking steps to introduce the treadmill into the Victoria Prisons, I should be glad to receive full information as to its construction, and the use to which it is or may be put in the prisons in England. I would suggest that Mr. Lethbridge, who will be at home on leave of absence when this despatch reaches you, may be directed to obtain such detailed information.

I have the honour to be,

Your obedient humble servant,

William Robinson
