I would however point out that since 1894 he has been discharging the duties of Colonial Secretary and
Registrar General on a salary equal
to that formerly drawn by the
Colonial Secretary only.
He has not
had
the privilege of administering formerly accorded to previous Colonial Secretaries, I think, therefore, he
is deserving of consideration for
these grounds.
I may add
that he has
always worked loyally under me, proving himself
to be an efficient public officer.
