of emergency, and that consequently the medical state, upon his retirement, will not be up to the strength

my despatch No 163 of 18th May 1895. The Principal Medical Officer will, in fact, have only two assistants available for the ordinary work of the department, instead of three ordinarily, and four times of emergency, as suggested by the Committee.
