"Lethbridge's object in visiting England is to endeavour to obtain a post under the Home Prison Service, for which a personal application is necessary.

If Mr. Lethbridge succeeds in obtaining such a post it will be possible to effect retrenchment by uniting under one head the Police and Gaol departments and I venture therefore to suggest that his leave may be extended for a reasonable period on half pay should such extension be necessary to enable him to accomplish his purpose.
