qualifying him for the first
increment, so that his salary
would be $3,900 from the
10 January, 1898, and $4,800
from and after the 1st January, 1900.

Sir C. Mitchell inviting him to recommend a suitable
Straits Settlements officer to you for the vacant
post of Assistant Registrar General, and I may mention that
in suggesting this course
I have anticipated what
I had myself intended to propose in the event of my previous recommendations meeting with your approval.
As it is desirable that the officer selected should,
if possible, take
up the duties early next month, I have requested Sir C. Mitchell to communicate his recommendation to
you by telegram, if such a course is
