peculiar of extraordinary merit in
which special services have been rendered altogether in excess &
beyond the usual scope of those
which he is paid to perform
The officer has rendered excellent service;
but to bring him under sec. 8 would I think
open a channel for claims from
other officers of all descriptions.
On the other hand, he is being practically forced to retire before his time, and I
think merits special consideration
which should be given, without
creating an inconvenient
precedent, under sec. 3 of the Pensions Ordinance respecting the professional
addition. See
The words "professional qualifications shall
be a general rule" being rather vague,
and giving a loophole for the
grant of the full addition even though the Officer has not been debarred from private practice
throughout the whole of his service.
I am amended
The draft for consideration
in this direction.
As regards Dr Ayres's successor, Ar's Chamberlain's
pleasure must be taken.
If he approves Dr. Atkinson
who is recommended strongly by The Governor, par. 3 of the draft may
stand. Otherwise
a further communication must
