This unsatisfactory state of affairs is attributed by him to the smallness of the pay of the Chinese Water Police which compares unfavourably with the wages earned by launch hands in private employment in the waters of this Colony, and is consequently not sufficient to induce the better class of the Chinese boat population to take service under the Government.
