of the 15 floggings 4 were ordered by the Superintendent alone and 11 by the Superintendent in conjunction with a Visiting Justice.
There was a considerable decrease last year in the number of offences committed by prisoners. There was a large number of cases of referral to labour but I am glad to be able to report that there was a decrease in the number of such cases during the second half year when the punishment of flogging for refusing to labour was discontinued.
