If your Excellency should decide to submit the matter for the considerate of the Secretary of State before any change is made we ask your permission- forward copies of this letter to all Chambers of Commerce and to all shippe organisations, and to invite their co-operation with us in representing to Majesty's Government the injustice attending the course your Exceliency counsellors have recommended to you.
