I have the honour to report that as the Assistant Surveyor will be under the immediate instructions of the Sanitary Surveyor to the Board, who is an officer of the Public Works Department, and as it will be necessary to provide him with office accommodation in the Public Works Department and allow him access to various plans etc. in charge of the Director of Public Works, I am of opinion that the Assistant Surveyor should be appointed to the Public Works Department for service under the Sanitary Board.
I would therefore suggest that the agreement should provide for his services being available for work in connection with the Public Works Department or Sanitary Board, and for his being required to obey all lawful instructions of the Director of Public Works.
