(Minutes.) Lord Selborne proposes to refer this to the Governor for report, acting at the same time on whether the grantee had the sanction of the government in their speculating in land. I rather think he did it just before rules were laid down on the subject, but it should never have been allowed.
Tell the writer that we are referring to the Governor at once.
