In connection with Olie's winter despatch submits observations as to increase of Germans & other nationalities in Shanghai & their Methods of trading to English disadvantage. Observes that British are not in touch with B. trade.

The writer signs himself a formerly chief editor of Pearsons and Dalziels News agencies the letter refers mainly to Shanghai. It has been called forth by a trade circular.

He calls attention to M. Chamberlain's despatch on foreign competition, the influx of non-English foreigners at Shanghai, and to the fraudulent imitation of English goods. This last point appears specially important.
