Lime years ago it was considered whether the Barracks could not be moved outside the down, but it was decided that it was impracticable and undesirable on military grounds, it being necessary to keep the troops in the heart of the down in the event of disturbances arising.
There are probably suitable available sites on the heights near the middle of the down? We have no information as to the site on which the new Military ... is to be built.
