and you will see from page 7 of the report upon the bubonic plague that Sir William Robinson proposes to appoint a commission to enquire into and report upon the housing of the working classes in Hong Kong. Proposals for further increasing the water supply of the colony have just reached the Secretary of State, and the Colonial Government is being given a contribution towards the cost of constructing new barrack buildings.

I am to add in conclusion that, as you will be glad to learn, the Bubonic plague has, Mr. Chamberlain understands, for the time being, at any rate, abated.
