Miss Nightingale has asked me to enclose this to you.
Her interest has lain with the health of the Soldier and with that of Civil Populations, especially in their connection with the condition of the Civil Population of Hong Kong during the Plague, calling the government's report to attention.
Where it is stated that the government intends to appoint a commission of enquiry into the housing of the working classes. Add that proposals are being considered by the colonial government for further improving the water supply.
I can refer to a letter to Mr. Chatham, the first assistant in the Public Works Dept, on leave, and ask him to give his views on the subject for Miss Nightingale's perusal.
There has been a long correspondence as to the incidence of the cost of new government buildings; but the colonial government estimates voted $40,000 for "barrack services". The latest paper is C.P.L. 4. Aug 12022.
I think she will be satisfied with the information. We must find a way to let her know that we are working on it.
