Excellency:

Having received a telegram from my friends at Hongkong, informing me of the fact that the Export of weapons from Germany has been stopped, I beg to take leave to inquire of Your Excellency if this law also includes a stoppage of import of war material into Hongkong and if it refers to shipments of weapons from England to Hongkong, presuming that the prohibition still prevailing and not for landing,

in order to avoid the instruction at the Philippine Islands maintain neutrality, I venture to deduct from this that the law does not mean to extend the prohibition to the export of weapons to Europe if shipped by direct steamers from European ports under certain conditions and restrictions.

And for the purpose of protecting the goods from falling into unreliable hands and consequently exposed to a place where they are under certain limitations to dangerous exception,

I should be grateful if I may intrude upon the kindness of Your Excellency by asking the great favor of advising me what authority at Hongkong have...
