It would appear from this that the Governor of Hong Kong has issued a Proclamation but he must have done so for reasons not clearly stated.

Cannot say exactly how this Proclamation has been worded.
Reply that W. Chamberlain is not aware of the terms of the Proclamation & that he or his representatives in the Colony had better address the Governor of that Colony.
