acted as
Colonial Treasurer,

Commanded

Police Force
of the Colony.
The experience in
dealing with the native Chinese
which
my
service in
Hongkong
has
given
me
an opportunity
of gaining, may possibly
be considered to qualify
me in some
measure for
dealing with native races elsewhere.
