I have the honour to inform you that I am leaving London on 6th instant for Hong Kong to attend to my duties.

When I accepted my present appointment I hoped that it might have been possible to remain in England. Ever since I was in Strasbourg I have been moving from one Colony to another in a way detrimental to pension.

The value of my appointment in Hong Kong is $4,050 per annum. The sterling allowance brings it up to $5,050 per annum, payable quarterly.

But all things considered, taking the sterling allowance into account, the case for which it is being suppressed under Secretary of State, Colonial Office, Downing Street...
