And if not, whether and the published document, I have a record of the promise that two additional seats should be assigned to unofficial Members, but that promise not long ago: I observe that he publicly referred to this as to the local nature of the dispute.
May I ask you to be kind enough to inform me whether the unofficial Members had been more fully carried out, with respect to the terms of it.

I have had under my consideration the correspondence which has passed in consequence of the petition for an amendment of the constitution of Hong Kong which was addressed to the House of Commons in the year 1894 and on which my predecessor had not given a final decision before he left office.

I should have been glad to be able to communicate with you on the subject at an earlier date but, as you are aware the pressure of business at this Department has been exceptional for some time past.
