In calling your attention to the government of the Colony, every subject of the constitution of the way? without affecting the pre-dominant influence of the Governor and his advisers. I have taken interest in it in the past, and have been in correspondence with your predecessors upon it, and received information concerning the same from time to time.
When Mr. Whitehead was an unofficial member of the Council of Government, at Hong-kong, I should premise that I have been interested in it in the past, and have it to thank for some.
