M. Henniker Heaton, a violent leader, seems to think we know as little about the conditions of Hongkong as he knows himself. From the newspaper cutting attached to 4795/98 it appears that Mr. Whitehead gathered from ... and ... that he was prepared "to place one or two unofficial members on the Executive Council" and to favourably consider the question of adding two unofficial members to the Legislative
