I have the honour to submit,

for your favourable decision copies of correspondence

between the Colonial Government

of Hong Kong and myself with reference to

the arrears of increase of

my salary.

I will state briefly

the facts.

Confident that

you will decide the

case on its merits.

I was granted leave,

in May 1895, I had occasion to apply for a year's leave

on full salary and

being four months on half-pay,

the Colonial Government stated the reason for asking

for leave on private grounds, which

was a fact;

and it was of such a pressing nature that I did not wait for the decision

subsequently arrived at by

the recommendation of the Colonial Government from $240 to $460 per

month.
