30. To document is filed or received in the Registry until the deputy Registrar has been seen that it is properly stamped and has entered it in the fee book

It is impossible for any stamp that has been once cancelled to be used again and therefore if Mr. Sangster brought the matter to my notice when I was Registrar or Acting Chief Justice (and as he said he did - I have no doubt thereof) I did not, knowing all the facts, attach such importance to it as Mr. Kyshe seems to have done, especially as it was impossible to discover the delinquent.

3 Such are the observations I have to offer in answer to the grave and unchecked irregularities, the neglect of several years.

Although writing at this distance of time and place, and in the absence of all documents, I trust I have shown how utterly devoid of foundation they all are.

It is the first time during a career of 42 years that the slightest reproach has ever been addressed to me in connection with the discharge of my duties, and however much I may at first have been annoyed at such charges being made on such frivolous grounds, I have felt proud that what is evidently a hostile eye directed by no friendly spirit has not been able to detect anything deserving of serious attention.

In the above remarks, I have contented myself strictly with answering these charges, feeling perfectly sure that the Secretary of State having now my answers before him will deal with the author thereof as he deserves.

I will make only one observation: It is not the first time that a newcomer instead of simply discharging the duties of his new office, has sought the notice and approval of his superiors by calling attention to the faults and fail-
