I am directed by the Comptroller and Auditor General

to transmit to you, for the information of the Secretary of

State, and for any directions he may consider it necessary

to give, copy of correspondence, as noted in the margin,

with reference to a payment of $437 out of the "Sikh Passage

or Chundah Fund", for the establishment of an "Indian

Mess Fund"

2. It will be seen from the correspondence that

the amount paid out of the Chundah Fund consisted of a

surplus balance, which, it is explained, has probably

accumulated in consequence of men having left the Police

Force without drawing their contributions, or owing to the

Estates of deceased members not having been credited with

the amounts due to them.

3. In ordinary circumstances any unclaimed

surplus balance of this description would, it is presumed,

be transferred to the revenue of the Colony, and, for this

reason, the action of the Governor, in handing it over for

the establishment of an "Indian Mess Fund" would seem to

require the covering sanction of the Secretary of State.
