I was directed by the Secretary of State for War to acquaint you, for the information of Mr. Chamberlain, that the General Officer Commanding at Hong Kong has been instructed, if he sees no objection to the transfer, to arrange with the Colonial Authorities for handing over the land required on the conditions laid down in the Colonial Office Circular of 5th December, 1894.
