I spoke to Sir R. Meade about this some little time since.
In my opinion if General Barker is given a K.C.B. all the difficulty about Mr. Francis at the Inkstand will be over.
He fought to be promoted to be K.C.B. in due course and it need not specify any particular reason for promoting him. The plague is now becoming ancient history.
