With reference to letter No. 268 of the 2nd instant, I am directed by the Secretary of State for Foreign Affairs to transmit to you, to be laid before the Secretary of State for the Colonies, a copy of a despatch, as marked in the margin, with regard to the measures taken by the Government of Hong Kong to prevent filibustering expeditions from being fitted out in that Colony for the Philippine Islands.
