I had the honour to receive Your Excellency's Note of the 27th instant, transmitting to me a copy of a proclamation issued by the Government of the Straits Settlements prohibiting for a period of three months, commencing September 12th last, the export of arms, ammunition, powder, and all kinds of war material, to the Philippine Islands.
I beg Your Excellency to convey to the Government of Her Majesty Queen Victoria, an expression of the gratitude of His Majesty's Government for this new and valuable proof of friendship.
