His Excellency states that he has called upon Monsieur Le Roux to furnish an explanation of the case, but, as Your Lordship will perceive, he calls attention to the fact that the French Regulations, contained in a Decree of the 1st of February 1895, concerning the condition of ships of foreign nations touching at French ports are not fully carried out, and would almost seem to imply that if British Authorities take such action as has been taken at Hong Kong, the French Government will be obliged to exact the complete execution of these regulations.

The issue of the Regulations to which Monsieur Hanotaux refers, formed the subject of Sir J. Crowe's despatch No. 12 of the 9th of February 1893, which was communicated to the Earl of Rosebery by the Marquess of Dufferin and Ava in His Lordship's No. 47 Commercial of the 7th of February 1893.
