With reference to Mr. Howard's despatch No.117 of this series of the 14th ultimo, I have the honour to transmit herewith to Your Lordship copy of a Note which I have received from the French Minister for Foreign Affairs upon the subject of a question which has arisen between the Hong Kong Authorities and the French Consul at that port, with reference to the production by certain officers of French Passenger ships trading with Hong Kong of their original certificates.

Monsieur Hanotaux would appear to maintain that there must be a misunderstanding, as French Ships do not come within the terms of the Article quoted in support of the Hong Kong Harbour Master's contention,
