that the Governor of Hong Kong at once took steps

to ascertain the facts in regard to the case and

communicated to the Viceroy the reports which reached

him, and that the latter expressed his gratitude

for the action taken. An edict of banishment from

the Colony was moreover issued against two individuals

who were believed to have taken a leading part in

planning the projected disturbances.

Her Majesty's Government sent instructions to

the Governor that if any of the persons implicated

had laid themselves open to prosecution under the

Foreign Enlistment Act, proceedings should at once

be instituted against them.

The special application which you have now made

to Her Majesty's Government will, however, be brought

to the Governor's notice, and His Excellency will

be requested to continue to keep a careful watch over

the movements and proceedings of any suspected persons

and to do his utmost, within his jurisdiction,

to anticipate
