Sir:-
I have had the honour to receive your Note of the 26th instant respecting the existence of secret societies in the South of China, and requesting that the authorities at Hong Kong may be instructed to exercise special vigilance over persons resident in that Colony who are connected with such organizations.

It is certainly the wish of Her Majesty's Government to do all that is legally in their power to prevent any British territory being used for preparing conspiracies against the Chinese Government or its officers.
As regards the proceedings of certain persons last autumn, which seem to have been directed against the authorities at Canton, I am informed &c., &c., &c. that
