and a convenient place of retreat and refuge for conspirators and other evilly disposed persons, in the case of the discovery or miscarriage of their machinations, I have the honour to request Your Lordship to be so kind as to cause the local authorities to exercise for the present, a special vigilance over any persons known, or supposed, to belong to these illegal organisations,
I commend this request to the favourable consideration of Your Lordship in the full assurance that, as a matter involving the peace and tranquillity of a large and important frontier province, in which Great Britain has very large commercial interests, it will meet with the attention and benevolent consideration that Her Majesty's Government have always shown in matters affecting the wellbeing and stability of the Chinese Empire.
