On learning the desire expressed by Y.E. that orders should be given at Hongkong and Singapore to prevent filibustering expeditions proceeding from those colonies to the Philippine Islands, H.M. Principal Sec. of State for F.A. at once requested H.M. Sec. of State for the Colonies to take such steps as could properly be adopted to meet the wishes of the Spanish Govt.

This has resulted in telegrams, in the sense indicated by Y.E. being sent to the Govt. of Hong Kong and the Strait Settlements.

While informing Y.E. of the action taken, I am instructed to assure Y.E. that H.M. Govt. have had much pleasure in meeting the wishes of the Spanish Govt. in this matter.
