in W. Chamberlain's judgment this proposal

would be exceedingly

inconvenient, as it would involve

annual revision of the tariff,

& would thus

lead to an annual

disturbance of

trade.

An

increase in the duties

appears to be admitted to be justifiable, & M. Chamberlain thinks that should be effected openly by a revision

of the Treaty, and that

the increase should be made conditional on the abolition of inland

taxes proposed

by the

China Association

and the Far Eastern Committee, in the

letter under

acknowledgment.

3. Lord Salisbury will be able to judge,

whether

the Chinese, if they give the guarantee suggested, will be able to carry it out, & even if they provide Provincial Authorities

with funds to meet additional duties, will

be able to prevent extortion & squeezing

by the local Mandarins.

4. Any change in the tariff will

largely affect India

and the Opium trade. It is presumed that Lord Salisbury will

also consult the S. of S. for India.
