I am directed by the Marquess of Salisbury to acknowledge the receipt of your letter of the 31st ultimo respecting the necessity for the production of the original certificates of the Officers and Engineers of Steamships for which Passenger Certificates are required under the provisions of the Merchant Shipping Consolidation Ordinance 1891, of Hongkong.

In reply to your inquiry as to whether a Convention exists between Great Britain and France which would support the contention of the French Consul at that port, that the production of the original Certificates is unnecessary, I am to state, for the information of the Secretary of State for
