In answer to your letter of the 13th inst.: I'am directed by Mr Chamberlain to inform you that, in deference to the wish expressed by Lord Salisbury and as a matter contrary to the German Government, the government of Hong Kong has been instructed to remit the fine lately imposed upon two officers of the German mail steamer "Hohenzollern" for trespass.
