I am directed by the Secretary of State for Foreign Affairs to transmit to you, to be laid before the Secretary of State for the Colonies, the accompanying report of the United States Treasury on the subject of the exclusion of Chinese from the United States, and the exemption from that restriction of residents at Hongkong, on production of a certificate signed by the Registrar General at Hongkong.
