With reference to your letter of the 23rd ultimo, respecting the regulation of Chinese passenger traffic at Hong Kong, I am directed by the Marquess of Salisbury to inform you that His Lordship concurs in Mr Secretary Chamberlain's opinion that in the circumstances stated in your letter the Draft Ordinance on the subject should be withdrawn.
